Pay Scale - Proposed Revised Scales

Subject: Memorandum before the Official Pay Committee regarding Pay scales issues.

At the outset, We the Engineering Fraternity express our disappointment with recommendation made by the 5th Pay Commission in regard to Engineering Service Officers in the State in its II volume. The Karnataka State Engineer’s Association had made thread bear analysis of the Engineering Services vis-a-vis scales of pay in its memorandum before the 5th State Pay Commission and also during the personal hearing before Commission. But unfortunately none of our contentions have been considered by the Pay Commission and has summarily rejected our claims for higher scales of pay on par with the pay scales of similar engineering categories of posts in the State Public Under takings i.e KPTCL or BWSSB. Even the Pay Commission has not considered the scales of pay.

Available to similar categories of posts in the Neighboring State as well as Central Government. The Association from the beginning has been urging parity in pay scales with that of other professional degree holders particularly the Medical Officers of Health and Family Welfare department. This has been turned down by all Pay Commission, Solely on the ground of the marketability and high merit of medical graduates. But none of the Commission/Committees have highlighted or analyzed technical job content of the engineers and the responsibility in handling and execution of these responsibility while performing duties. The First Pay State Commission has meticulously gone into these issues in details and has granted scale of pay particularly the Chief Engineer & Superintending Engineer on par with the heads of department and additional head of department of Agriculture, Health & Family Welfare and other major head of department. Over a period of time these additional HODs and HODs have been granted higher scale of pay leaving beyond the Chief Engineer & Superintendent Engineer. The present 5th State Pay Commission has also recommended higher scales of pay to certain HODs higher than Chief Engineer. This needs to be noted by the Government. We urge the government to go into these details intercusises involved and the job of engineers at all level shouldering technical as well as financial responsibility they are expected to perform. Through the previous Commission have recognized the services of engineer and their contribution to Nation building. But have failed to give satisfactory salary structure.

Our Association with a fond hope, had represented before 5th State Pay Commission for parity with our brethren in State Public Undertaking who are placed on higher pay structure though having similar qualification, performing similar job and responsibility. But to our disappointment, the Pay Commission on the pretext that the State Public Undertaking entities are constituted with the specific and different objectives and have a different role to play and their resource finances are different and hence any parity for pay structure or other services condition cannot be consider. In this connection we would like to point out that the KPTCL or the KPC were earlier part of the government set up in the Public works and Electricity department of the Secretariat. The scales of pay after their conversion in to public undertaking were on par with state engineering services till 1990’s The disparity started only after 1990’s. The entry-level qualification of engineers in these undertakings and the government are one and the same. The method of recruitment is also same i.e., through interviews. As aforesaid the job content being one and the same we fail to understand why there cannot be similar pay structure for State Engineers.

Tremendous advancement in the fields of science & Technology and its development for the purpose of bringing about just equitability social order has become the stated goal of the State. The demand for infrastructure development has seen enormous growth in the recent years. The infrastructure may be Irrigation Projects, Roads, Building and Bridges project. This demand has posed new tasks before the government in terms of unprecedented magnitude and dimensions requiring capabilities heather to unknown. This tasks therefore necessitates a new breed of personnel with very high level of technically competent with innovative skills to give their best in tackling new challenges. This radical change needs to be attended to at the earliest. This could be achieved by attracting the talented technical personnel and by their retention, which necessarily needs better pay policy and career advancement, by the government. The global standard in quality cost and services requires the best of engineer. At present the trend in Engineering professional courses is Civil Engineering / Construction Engineering is seldom opted by the meritorious students. These courses are the last choice. Thus the quality of engineers available under the Civil and Constructing engineer’s is not appreciable. Even engineers in this discipline who meritorious are attracted by Private Infrastructure Companies with attractive packages. Only remainder is available to Government sector and government is forced to meet its requirement out of this sphere. As a result talented and challenging skilled engineers availability in Government is far cry. The main reason is meager salary and career prospect in government service. It is essential to address this problem as expeditiously as possible.

Time and again we have pointed out to various Pay Commission and Committees that the Medical Graduates and the Engineering Graduates had parity in the pay scales prior to 1970’s, similar parity also existed among the Veterinary Doctor of Indian system. However over a period of time the Veterinary Doctor have been given higher scale of pay i.e., during 1981. As a sequel to this, the official pay committee 1985 upgraded the pay scale of Assistant Engineers & Asst. executive Engineer, but not on par with Veterinary Doctors. The 5th Pay Commission recommended still higher scale of pay to Veterinary Doctors and Doctors of Indian System of Medicine, and the same has been accepted by Government and orders have been issued. The contention of the 5th Pay Commission with regard to engineering cadres is that they are on par with other professional graduates and are on the standard scales of pay of the corresponding posts in other department and that the commission does not like to disturb the existing relativities. In this connection we would like to point out that the Doctors of Indian System of Medicine were on the lower scale of pay than the Assistant Engineer and Veterinary Doctors who were on par with engineers have seen two upward revisions..

In the recent year the Karnataka Administrative Services has been given better pay structure and promotional opportunities leaving apart the cadres similarly placed. The taluk level posts of Tahsildars were upgraded form Class-II to Class-I, The Assistant Commissioner were given higher scales of pay. Very recently the KAS selection grade posts were given higher scale of pay and a new cadre of KAS super time scale was created.

This was done only on the ground of lack of promotional opportunities and that of responsibilities they shoulder. It is also not out of context to mention here that the posts of block Education Officers, which were Class-II, were upgraded to Class-1, Apart from this various posts in the Educational Department at the level of Directors and Additional Commissioners of Public Instruction were created on the consideration of expansion of activities, which directly resulted in providing better promotional opportunities. Thus the KAS and the officers of Public Instruction are enjoying better Scales and promotional opportunities.

In the engineering services the activities of the department have increased many fold and there as been stagnation at all level from A.E. to S.E An Assistant Engineer required at least 27years of services to get 1st Promotion as Asst. Executive Engineer, even the present Superintending Engineers are likely to stagnate in the same post for 10-15years to get their next promotion as Chief Engineer. The present SE’s are all direct recruitee A.E.Es The 3rd State Pay Commission had recommended higher scale of pay of pay to S.Es and C.Es However this was not accepted by the government. The scenario in the department for engineers is frustrating and dismal in terms of pay scales and promotional avenues.

The department has undertaken in the recent years and also proposed in the coming years vast infrastructure development projects in the areas of Irrigation, Roads, Bridge and Buildings activities under various State, Central World Bank and NABARD Project. These are required to be executed at the global quality level. Such a huge and vast infrastructure development project and their quality maintenance has stress and strain. Needless to point out the compatibility of engineering staff of the department in execution of these projects. We would like to point out certain major infrastructure projects viz.,

  • Karnataka State Highways Improvement Projects (World Bank funded)
  • NABARD Loan Road Improvement & Tank Restoration.
  • Major Building Construction i.e., Suvarnasoudha etc.
  • Jal Nirmal Project (World Bank funded)
  • Pradhan Mantri Gram Sadak Yojana (PMGSY)
  • Satellite Town Ring Roads/Airport express ways
  • Port and Air port Construction
  • Major Irrigation Project such as Alamatti and Narayanpura dam.
  • Karnataka Health Services development Project etc.
  • Formation of layouts in BDA / MUDA / Other development Authorities.

The above projects are being handled by Departmental Engineers only. Their job responsibility, accountability, Technological application is certainly higher than the Engineers of Public Undertaking such as KPTCL/KPC/BWSSB

It is also relevant to mention that in the neighburing state Tamil Nadu and in Government of India, the scales of graduate Engineers are higher than in our states. The scales of pay for almost all the Engineering cadres are higher. The duties and responsibilities being almost similar.  Copies of the pay scales are enclosed for reference.

The department of PWD, Major Irrigation, Minor Irrigation, RDPR has executed works viz Roads, Buildings, Irrigation Projects and their maintainence during     2011-12 to the tune of Rs.16504 Crores. The details are as given below.

This shows the Magnitude of the huge work executed by the department through Engineers of the Department.

Though the infrastructure development projects are out sourced, ultimately responsibility lies on the department in terms of quality check, release of financial burden and maintenance, which requires highly skilled and technically advanced personnel who have to attend to these responsible jobs.

These are the factual details of the job and responsibility of the Engineering service personnel of the department that are required to be attended diligently  and efficiently, that we are bringing it to the notice of the committee seeking justice for fair deal of allocation of higher scales of pay and better promotional opportunities.

Under the circumstances explained in the aforesaid paras we request the official pay committee to assign the following scale of pay to the Engineers  of the department.

The comparison of various cadres of Engineering services to that of other jurisdictional sub-division, Districts or Divisional level posts of other department is not appropriate.  This comparison is valid only where routine work is carried within the respective jurisdiction.  But, the engineering work is quite different and it is directly proportional to the works that are required to be carried out.  Thus the disturbance of horizontal and vertical relativity amount the posts of different departments and engineering cadres need not be considered as ground for rejection of our demands.  We honestly hope that the committee will sympathetically consider out genuine problems in the light of points put forth in the memorandum and give us the fair deal.
